So you are in the case where phpBB previously was indexed with the natural urls, so you need to wait at least two month before you implement the robots.txt (as you posted it will be perfect), and let the zero duplicate mod do it's job, you just need to set the post redirection option to at least guest to make sure you won't list any duplicates in SEs.
So far, every url but the post urls are redirected : -http://www.mobile4persian.com/forum/viewtopic.php?p=56301
