Have you noticed the new "Char-set conversion method" option in ACP ? :

Several conversion methods are available. You can here chose to force the use of a particular one, in case the default behaviour (auto) fails to chose the really working one.

Selecting phpbb3 will force the phpbb3 conversion method, being the one that should be able to handle the most cases, but not the lightest. |
Actually, I implemented this to handle your case 
Try to set phpBB3 in there, and don't forget the char-set setting
