Yes you can.

My suggestion was just here to centralise the titles to inject. This would allow us to use the zero duplicate (since title would be known as soon as the phpbb_seo_class.php is included).

append_sid('portal.'.$phpEx.'?page=2') would return 'page-title-of-id-3-p3.html directly. You could call it from everywhere in the code.
