What is good for Google and Yahoo usually is for MSN.
And usually, it's easier to get well ranked on MSN, but this of course depends on the hard work put in SEO by competitors.
I cannot give you really precise advises without knowing the targeted keywords, but the principle is to run a well SEOed web site, easy to index and with a good internal linking strategy.
Then, to publish some good articles referring to the targeted keywords.
The idea here is a keywords can almost always be the main topic of a good article, it's not about spam indexing, but, if you target a keywords, this means the topic must be covered on your web site.
So you usually can write down several good articles related to your targeted keywords.
These should use the targeted keywords in the title and in the content. Not more than required though, just when it's necessary.
The goal is not to spam-Index, if your article is good, then, it's already using the targeted keyword(s) enough.
Of course, using the keywords in pages title and as the article titles (bold within h1 tags) will help.
And you can as well use sub titles with the keyword in it, as long as it make sens for users in the article.
And then, you should link these articles form a lot of pages inside your website (the home page is cool for the most important articles).
Content is actually what's counting the most in the end.
Last thing you can work on is backlinks, and better if you're using a targeted keyword in the text links, and even better if the backlinks is posted on a well ranked and related page (can be a web page, or a directory page in a category using the keyword in title).
All this can be a long run, but, that's what you can do.
And this is the same for Google and Yahoo, which is good, because I doubt MSN is the one bringing the most visits
