need your help with arabic characters

Please can anyone help me ?
I have a problem with arabic characters not appearing properlly
in topic titles , but appearing clear in forum titles and inside content
please need help

I'm not a specialist of phpBB2 and UTF-8, but it looks like you should use an UTF-8 installation of phpBB2.

phpBB3 is using UTF-8 by default, you could consider starting to use it, since it's RC4 and pretty stable already.
