I know from Joomla developers that outgoing links have to be set to "index,nofollow".
How is this metadata manager inside phpBB3 premod?

Hi,
you could add something like
<meta name="robots" content="index,nofollow" />
in your overall_header.html. But I would not recommend it because it would also affect the links to your own site.
There is a much better solution (if you really want to make external links rel="nofollow) which is also 100% compatible to the MODs from phpBB-seo.com:
