Hello. i have a business forum which i wish to promote to the top 10. but it is new and doesn't have members. but i'm betting that if i get in the top 10 in google, it will attract some members. so what is the best way to do this? my guess is to submit it to some directories. but which?

Well, first, it will be very hard to be found before you have content no matter how much you optimized your web-site.
So this is first thing to do, work on content and do it on a regular basis.
Then, it's not first SEO then user IMHO, it's both at the same time. Let me explain.
You need content to raise user's interest and to be findable in search engine. More content, more user, more indexed pages more visits, more new users.
SEO will only optimize the way your content is appreciated by search engine, and make sure it is spidered and cached properly.
So the idea to first SEO to death, then, wait and see is not the proper strategy.

For sure, you'll need as many good backlinks as possible, but they should, as content, follow a regular growth.

Then, talking about price, hard to tell, it all depends, and it's as well possible you'll never get first on your first targeted keywords.
Here come my last advice for this time : do not focus too much on your first targeted keywords, I mean they are important, but these are the one you should always work on, you could miss some you did not think of at first and already bringing good results. Never forget the best keyword is the one bringing the most visits, not necessarily the one you're getting first with in SERPs.
The general idea is track bot visits and referral and do the best with what you have.
