Many site do have decent if not good results in SERPs with bad code, this does not necessarily means that the spam-indexing method is the one to make this possible, far from that actually.
IMO, repeated keywords in meta tags would, in the best case, only provide with a neglectible boost if not a negative one. Because, meta tags themselves do have a minimal impact.
On the long run, it's not something that will have a positive impact, it's only a useless risk, even minimal, you would take. |

| Yes you can add your meta keyword repeatedly. This is more effective seo. |

It's not even just your opinion, anybody that uses google's webmaster tools has surely seen the warnings at some point (unless they did it correct from the start) for duplicate meta data...
While google doesn't weigh as heavy in this area as in others such as duplicate content, it's still considered bad SEO and does affect you negatively.
