i have also face the same prob when i place .htaccess on my local root running Xampp Apache so there is an error showing 404
-http://localhost/phpBB3-SEO-Premod_V_3-0-0/root/forum2.html?sid=438e3c34f1c4b281184c1e4060348bda
Object not found!
The requested URL was not found on this server. The link on the referring page seems to be wrong or outdated. Please inform the author of that page about the error.

yes mod_rewrite is activated in php.ini
phpBB installed in phpBB3-SEO-Premod_V_3-0-0/root/
and .htaccess is also place phpBB3-SEO-Premod_V_3-0-0/root/
what u think about this soution plz ? |

This does not mean that it is actually available, only the test I suggested will make sure about this.
Anyway, you still have problem with paths.
if you did install phpBB in the phpBB3-SEO-Premod_V_3-0-0/root/ (relative path starting from your localhost root), your .htaccess will only work in the main root (localhost one).
