These are the Google site links, and there is nothing special to do to get them, it's Google to decide.

Among the parameters that matters to get them, one seems to be important, being first on the domain name or a related search query associated with many visitors.

It was the case since a long time in the French index (server's ip is French) http://www.google.fr/search?q=phpbb+seo&hl=fr

it's, since the last Google update, the case in the English one too : http://www.google.com/search?q=phpbb+seo&hl=en
