Actually, it's just a candy Google gives to big web-sites, when it was possible to find different and meaningful areas in the web-site.

Many web sites have these additional links, but it does not seem you could do more than having separated and very active areas in your web site and wait until Google decides to offer you those.

Seems more like something not fully automated, with some human review to decide.
