MSN usually find new websites quite fast if they have some backlinks.

But there is as well a submit page : http://search.msn.com/docs/submit.aspx

Where you can submit your web-site's URL.
As per Google and Yahoo!, these submissions should be understood as "suggestions".
After submit, the search engine knows about your URL and should crawl it quite soon, but it can be longer to see it listed, especially with few backlinks and content.
