Is it possible to run a win .exe in phpbb3?

I have a cool news ticker that is a win .exe. Is it possible to run this on the server and have the ticker appear on the index? If so what code would I need to insert in phpbb3? Thanks for the help!

Assuming you're running a windows server, you should be able to run you exe using php's System program execution, but it won't necessarily be easier than using a php news script.
