global announcement / phpbb portal?

Hi everyone,

I am a newbie to the whole phpbb world. I am trying to set up a site that is basically 100% phpbb but looks like a portal or a site, rather than a forum.

All I want is the main page. This forum (here) looks like what I want. On the main page, there are global announcements and some functions on side. How can I do that? Is that with some MOD or just pure code modification?

Also, I found out about board 3 portal MOD. It seems that it is a few steps further than what I want but I think it is also good to try. What do you guys recommend?
