Personally I would do a fresh install of phpBB-SEO preMod 3.0.10 and use the database cleaner tool from the Support Tool Kit (1.0.4) beforehand, because it's likely the cleanest solution. But it's not the fastest obviously.
I install and configure phpBB-SEO (and other mods) for a fair price and very fast. If you are interested simply send me a private message.

For future reference my problem was fixed by updating my en-us language pack's common.php with the code from the en language pack's common.php as detailed here.
