Well, once you'll have generated one, just copy past the code in an .htaccess file and upload it where the red messages tells you to, or save it, and then move it from phpbb_seo/cache to where it should be installed, in both case using your ftp software.

When i click to view post "http://08hc.hoainiem.vn/post1.html#p1" -> ok.
But click to view topic(category) : "http://08hc.hoainiem.vn/thong-bao-08hca/" -> Cateogry not found ?
and, how to change post1.html-> abc.html?

are working as well as all the url displayed on your forum, so I guess you where just trying an url without id manually (eg not configured in acp and not displayed as is in the forum).
