We did a 3.06 to 3.09 pre-mod upgrade recently. All is well *except* our URLs are not re-writing.

* Not sure if this was an "upgrade thing" or if it was an issue in the previous version.
* In fact, I think I remember it working after the upgrade.

I replaced the current .htaccess with the one generated in our ACP -- no change.
