I make all the changes to files for the seo dynamic meta tags. There a .xml file and another file and I dunno what I should do with them. I uploaded them to the server but doesnt seem like the mod is working.

From what I saw on your forum, you're using phpBB3, so I moved this post.
Then about the meta, did you properly edited all you templates and cleared the cache through the style ACP after you did ?

Another thing to notice, the rewriterules will not work with ~user urls, you'll need a real domain to use url rewriting.
