How to i can make into to my forum LinkBacks function ( PingBacks/TrackBacks/RefBacks™) - For relevant and inbound/outbound links to/from your forum.)

Interesting, but you need some server resources for such system.

Developing a full trackback system for phpBB3 means some work, some generic scrip such as phptrackback could be a beginning ;)
