Pretty vast topic actually. Web-marketing can off course help, but it really depends on your website, and the means you've got for it.

If you web site is new, web-marketing like AdSense can help out, but it cannot replace the lake of content. So if you do not have much budget, it's probably better to first work on content and to make sure that your web site is SEO friendly.
There is no point to spend money if your site is not ready enough to have a good conversion ratio.

On the long run, content and services is what matter the most for a web site success, and SEO is the first web marketing step, since being visible and well ranked in SERPs could, depending on your website field, end up bringing you more users than adds.

About the adds (which type, which service) it really depends on your website as well.
If you let's say run a video store and your website is just an additional service to the physical store, some adds related to the city and "videos" could give good result and not cost too much ("video" alone would in this case be more expensive, but linked with the city, it would be less general thus cheaper).

Be careful about this, there is nothing easier than to simulate visitors for an SEO service, actually, the kind of services which will offer you to build traffic are most likely to only send bots visits or to use pop under windows in other site with your site url which most user won't even bother about.

Quality of visitor is a very important thing, traffic offers do usually only bring very poor quality ones.

Yeah, you can do it without spending your money...well, except for internet charges...if you don't have free internet access
I've been doing internet marketing few years ago and never spend money to buy this and that. I do it manually and daily. The good news is, I can indeed make money .
You can try promoting your product via Facebook, Friendster or other social networking. You can also sell your product via forums in a certain thread.
PS: Don't rely on automatic SEO traffic build or whatever it is. Better to do everything using white hat tech than black hat.

Yes, Quality of visitor is a very important thing and Affiliate Market is a better option to have them, but are a little costly.

Also you could try adwords but if you are on low budget is a waste of money ...

Online marketing is quite useful and effective.The only thing is that one should be so relevant and should have large collectin of Social Media Profiles..
