What's the difference between Search Engine Marketing and Search Engine Optimization?

SEM includes all the marketing techniques you could use to promote your site, hence not necessarily only related to internet (you could buy adds on tv or in newspapers for example).
SEO only includes the techniques to improve your site SERPs, and thus bring more referrals from search engines.
So SEO is a part of SEM when done properly, because marketing should care about your activity to be visible by all means.

That's exact definition and I think SEM scoop is too way high than SEO in these days.

I think SEM might mainly include PPC and SEO. As we all known, SEO needs a relative long period to be successful while SEM offers the advantage of immediacy, especially via PPC campaign.

You're right, I forgot to mention PPC campaigns, and they as a matter of fact usually are the most part of SEM.
As adikwok mentioned, their effect stops with the campaigns, so it's not a long run investment unless you'll always be paying.

I personally focus the more on things that last, but PPC can be a great marketing tool.

in my little experience, ppc is not as good as seo,
especially phpbb-seo.

True, ppc cannot be considered as seo since it does only last the time you run campaigns, but it's still a way t get people to know your site and to bring visitors. So it's definitely a marketing tool.
