I agree, you should start with content and general usability.

So many external links can be bad for SEO, as you let your linkjuice leak through too many holes. Should your link destinations change to sites that are in a "bad neighborhood" without you noticing, your site will suffer, as well. Moreover, linking to so many diverse looks odd for the sear...
