ok, figured it out myself:

RewriteEngine On
RewriteCond %{REQUEST_URI} ^/blog/
RewriteRule ^(.+)\.html$ $1.php

only thing is, the URL remains *.html in the browsers address bar. not a huge deal, but not accurate either. any tips on that welcome!
