Had the same issue, in the phpBB Seo settings, generate a new HTAccess and select show advanced option. Click submit again. Select generate htaccess for phpbb folder, hit submit again. Then use that in an htaccess file inside your phpBB directory. remove the phpBB seo htaccess from your root.
